Headway is a membership organization, originally started in 1985 by survivors of brain injury and their families who advocated for more local services to help find alternatives to institutional care. It was, in part, due to this active membership that in 1995, Headway of WNY was one of the agencies that became instrumental in starting the New York State TBI Medicaid Waiver program and later the NHTD Medicaid Waiver program.

Both of these Waiver programs are funded by a NYS Dept of Health grant.

Currently, all other Headway services, including outreach, supports, advocacy and education are funded only through our membership program, donations and special events.

Membership remains a vital component of the agency and helps sustain our Mission and Vision.
