Advocacy and Support

Advocacy is the promotion of beneficial change through individual and family empowerment, systems change, or private governmental initiative. The process may include individuals or organizational efforts and/or coalition building.


Medicaid Waiver programs provide specialized services to help people remain in the community. The TBI Waiver program has provided services specifically formatted to help people with the unique challenges associated with brain injury. As part of the ongoing effort to transform the NYS Medicaid system into Managed Care, the Traumatic Brain Injury (TBI) and Nursing Home Transition and Diversion (NHTD) Waivers are slated to move into Managed Care. Successful advocacy has prolonged this process and now includes input from advocates. The transition date has been extended, but there's still much work to be done.

Advocacy is an important part of our government process. Headway encourages members of the brain injury community (family and friends included) to become involved and help develop policies that promote a better quality of life for all who are affected.
